Population 569,000 (2021 census). The three things below are true of Hamilton and would be wrong about most other Ontario cities.
The Mountain is a real barrier, and Google does not know that
Hamilton is split between the lower city and the escarpment, connected by a limited number of access routes that congest. Two addresses can sit four kilometres apart as the crow flies and twenty-five minutes apart at 4pm. Google's proximity weighting uses distance, not drive time, so a Mountain-based business will get shown to lower-city searchers it cannot profitably serve, and vice versa. If you are paying per click, that gap is money. It is worth splitting campaigns above and below the escarpment and bidding them differently.
The renovation demand here is real and it is not evenly spread
Hamilton's older housing stock and the wave of buyers priced out of Toronto have produced sustained demand for renovation, roofing, electrical upgrades and basement work — heavily concentrated in specific neighbourhoods rather than city-wide. Targeting the whole city at one bid dilutes that. Targeting the postal codes where century homes are actually changing hands does not.
Healthcare and education are now the big employers, not steel
McMaster, the hospital network and the university population shape a different kind of demand than the manufacturing reputation suggests — student housing turnover, moving services, clinics, food, and a professional class that researches before it buys. Long-form content and organic ranking work unusually well on that audience, which makes Hamilton one of the better markets to run SEO in rather than only buying clicks.
