Population 2.8 million (2021 census). The three things below are true of Toronto and would be wrong about most other Ontario cities.

The local pack radius is small, because the density is enormous

Google's local results are proximity-weighted, and proximity is relative to how many matching businesses are nearby. In a town of thirty thousand, one plumber can rank across the whole town. In Toronto there may be forty plumbers inside a four-kilometre radius, so the pack collapses to a handful of blocks. A single Google Business Profile pinned in Etobicoke will not surface for a search in Leslieville. This is the single most misunderstood thing about ranking in Toronto, and it is why "rank in Toronto" is not a coherent goal — you rank in parts of Toronto.

Search ads are where Toronto budgets go to die

Cost per click in competitive Toronto service categories is among the highest in Canada, because you are bidding against national brands, franchise groups and lead-generation aggregators who buy the same keywords you do and resell the call. A $600-a-month Google Ads budget in a category like law, dentistry or HVAC will buy a genuinely small number of clicks here. We will say so before you spend it, and usually recommend starting on a tighter geography or a longer-tail keyword set rather than a bigger cheque.

More than half of Toronto residents were born outside Canada

That is a targeting lever almost nobody in the trades uses. Meta and Google both allow language targeting, and running a second ad set in Cantonese, Punjabi, Tagalog or Portuguese against the same service is often dramatically cheaper per lead than fighting for the English auction — because far fewer advertisers bother. Whether it is worth it depends on your service and where your customers actually are, and we would look at that before suggesting it.

How much should a Toronto small business spend on Google Ads?
There is no single answer, but there is a floor. If your cost per click is $8 and you need roughly forty clicks to get one job, one job costs about $320 in ad spend before our fee. Spending $300 a month in that category buys you part of one lead, which is not a test — it is noise. We would rather tell you to narrow the geography, target longer-tail searches, or start with SEO than take a management fee for running a budget too small to learn anything from.
Do I need a Toronto address to rank in the local pack?
To appear in the map results you need a verified Google Business Profile, and Google verifies against a real location — either a storefront customers can visit, or a service-area business registered at an address you can prove you operate from. You cannot rent a mailbox and rank; Google has been aggressive about removing those. If you serve Toronto but are based in, say, Vaughan, you register in Vaughan and set Toronto as a service area, and you will rank strongly in the parts of Toronto nearest you and weakly in the parts furthest away. That is the system working as designed.
Can you cover the whole GTA, not just the City of Toronto?
Yes, and for most service businesses that is the more sensible unit. The SEO packages are counted in service areas rather than municipalities, so a build might cover Toronto plus Mississauga and Vaughan, or a slice of the city plus Markham and Richmond Hill. What matters is drive time from where you actually are, not the boundary line.
Do you offer business coaching in Toronto?
